Restore plain ASCII by undoing unwanted "smart" punctuation -- fold, encode 7-bit (HTML/CSS/source) without destroying the glyph, or fail CI on smuggled Unicode. A POLA-restorer and lint gate, not a lossy transliterator like iconv/unidecode.
